PhD fellow

Ana Carolina Campera de Rezende Soares is a Ph.D. fellow at the University of Copenhagen working on European Union politics and governance, focusing on the implementation, enforcement and compliance with EU policies. She holds a master's degree in Research in Public Administration and Organisational Sciences from the University of Utrecht and a bachelor's degree in International Relations from the Pontificia Universidade Católica de Minas Gerais.

Her Ph.D. project focuses on the emerging network arrangements in the implementation and enforcement of EU legislation. The project combines different quantitative and qualitative methods in order to explore the structural differences between networks, the interaction between relevant stakeholders and the effect of network arrangements in EU policy implementation on different national contexts.

Her supervisor is Dorte Sindbjerg Martinsen.

Teaching

During the fall of 2021, Ana Carolina has taught the course 'Institutions, Policy Processes and Law in the European Union', which was a core subject in the European Politics specialization for students enrolled in the Political Science masters.

During the spring of 2021, Ana Carolina has supervised three masters' theses at the Political Science department and taught the course 'From paper to practice: the implementation challenges in the European Union environmental policy'. This elective was designed by her and focuses on the development of environmental policy in the EU context and the challenges in implementing and enforcing such policies. 

Current research

The European Administrative Networks (EANs) are central governance arrangements for the European Union as it bridges the gap between national agents responsible for policy implementation and supranational agents such as the European Commission. However, the existing literature is frequently limited to a Principal-Agent perspective and to single-case studies.

My PhD project focuses on analyzing the functions, intra-network interactions and effectiveness of the EANs in a comparative manner across different policy areas. I build upon theoretical insights from organizational studies and EU governance, with core concepts such as policy learning. Using quantitative methods, the PhD project aims to widen the perspective of the dynamics within EANs and ultimately their effectiveness in promoting the implementation of EU policy in the national sphere.
